Neighborhood Stabilization Program

Washington Morgan Community Action is the contract agency for Region 18 which consists of Washington, Morgan, Athens, Hocking and Perry County. The goal of the Neighborhood Stabilization Program is to stabilize neighborhoods by demolishing vacant and dilapidated residential structures. Throughout the five county region over 60 residential properties have been identified; half of these structures have already been put out to bid. The end result of the Neighborhood Stabilization Program provides clean vacant lots well suited for future residential development.

Rural Homeless Initiative of Southeastern
and Central Ohio (RHISCO)
Washington Morgan Community Action was among 17 rural counties selected to complete Ten Year Plans to End Homelessness to serve as models for other rural communities in the nation. The funding for this program is provided by the Osteopathic Heritage Foundation. Washington Morgan Community Action is currently in the second year of implementation of the strategies identified in the ten year plans. The RHISCO program provides housing subsidies and extensive case management and asset building to single parent families at risk of homelessness. In the first year of implementation, the RHISCO program provided direct housing subsidies to 59 families and provided case management to 73 single parent families. WMCAP makes referrals to EVE, Inc. in Washington County and operates the program in Morgan County.

Community Services Block Grant (CSBG)
Through the Community Services Block Grant, CSBG, staff works with low-income families and individuals to help meet immediate needs, make plans for the future and move them towards self-sufficiency.

Staff use a family-centered approach to assess the family or individual’s needs and initiate a service plan to improve life now and in the future.

Re-Entry Task Force
Washington Morgan Community Action is pleased to announce that we have been awarded two Edward Byrne Memorial Justice Assistance Grants (JAG) by the Office of Criminal Justice Services (OCJS). Funding from this grant will support the development of a Washington County offender reentry taskforce and a Morgan-Noble bi-County offender reentry taskforce. Both task forces will be responsible for creating a five year strategic plan to reduce recidivism by 50% by 2013. In early 2012, Washington Morgan Community Action will be eligible to apply for additional funding to implement the strategies identified by the taskforce.

Washington Morgan Community Action was awarded $150,000 for Washington County and $150,000 for Morgan & Noble.
