Development Neighborhood Stabilization Program Washington Morgan Community Action is the contract agency for Region 18 which consists of Washington, Morgan, Athens, Hocking and Perry County. The goal of the Neighborhood Stabilization Program is to stabilize neighborhoods by demolishing vacant and dilapidated residential structures. Throughout the five county region over 60 residential properties have been identified; half of these structures have already been put out to bid. The end result of the Neighborhood Stabilization Program provides clean vacant lots well suited for future residential development. Community Services Block Grant (CSBG) Through the Community Services Block Grant, CSBG, staff works with low-income families and individuals to help meet immediate needs, make plans for the future and move them towards self-sufficiency. Staff use a family-centered approach to assess the family or individual’s needs and initiate a service plan to improve life now and in the future.
